A City of Bellevue application filed April 1, 2026 — permit 26-106943-LJ, still pending — proposes a comprehensive reconfiguration of Onni 606. The most consequential change: moving the hotel from Tower 1 to Tower 3.
Under the June 2022 approval, Tower 1 is the mixed hotel-and-residential tower, carrying 257 hotel rooms and 425 homes, while Tower 3 holds 871,818 square feet of office and a 9,532-square-foot daycare. A 2019 SEPA checklist and April 2026 reporting use different totals, but neither is a replacement approval. The reconfiguration would rearrange the program; it is a proposal, not an approval.
A linked predevelopment record (26-108760-DC) requires a new transportation-concurrency determination before the reconfiguration can be approved — the procedural reason the application has stayed pending.
The reshuffle is legible in the building-permit queue. The Tower 1 and Tower 3 superstructure permits (25-105181-BB and 25-105295-BB) have been held pending the reconfiguration, while Tower 2 — the all-residential tower (25-105109-BB) — is the least-blocked of the three, because the redesign does not touch it.
