Long steel-beam haul and gas relocation surface as Onni 606 shoring review advances

Two new Bellevue right-of-way applications put unusually specific scopes behind some of the trucks and street-side activity around Onni 606. One seeks permission to haul steel beams measuring 64 to 96 feet to the site. The other covers a Puget Sound Energy gas-main cut-and-cap, a new 425-foot main in a contractor-provided trench and a sidewalk cut along 106th Avenue NE. Both were filed August 13 and both remain Pending.

Street-use permit 26-118368-TE is titled simply "606 site." Its entire published scope says the applicant will haul steel beams from 64 to 96 feet for a contractor on the jobsite. Bellevue approved its first right-of-way review August 21, and the $397 review fee is paid, but the permit itself has not been issued. The public record names the contractor only as OWNER and does not publish a delivery date, route, number of beams, beam section or intended use.

Those omissions matter. Long steel members can serve several temporary or permanent construction functions, including excavation support, but this filing does not call them shoring, identify a supplier or connect them to permit 21-134212-BV. The defensible conclusion is narrower: large steel deliveries are being planned for the Onni parcel and will require city right-of-way approval. The filing may explain observed trucks or staging beside the block, but it does not prove the permitted beam haul has already occurred.

Utility right-of-way permit 26-118407-TJ is more detailed. PSE proposes to cut and cap an existing 1¼-inch main about 400 feet south of NE 8th Street, install a new 4-inch main for 425 feet on private property in a general-contractor-provided trench, and test and tie an existing commercial service at 601 108th Avenue NE. One 3-by-5-foot concrete sidewalk cut is anticipated. PSE is the applicant and Infrasource Services is the contractor; the first right-of-way review remains Open.

Because the gas filing ends at the neighboring 601 108th Avenue NE office building, it should be described as adjacent-service relocation coordinated through the Onni parcel—not as a new gas service for the towers. Its placement on parcel 154410-0214 and reference to a contractor-provided trench establish a direct construction interface, while the named service address keeps the ultimate customer distinct.

The larger shoring record has advanced at the same time. Under Revision 15 of mass-excavation and shoring permit 21-134212-BV, land use and utilities approved reviews August 18, while clearing-and-grading approved and transportation recorded no concern August 19. Structural and geotechnical reviews of Revision 15 are now In Review after both disciplines requested corrections on Revision 14 on August 7. The permit's overall status remains Pending, and its people record still names no shoring contractor.

The below-grade garage permit also moved without clearing its decisive structural gate. Between August 19 and 21, utilities, transportation, land use and clearing-and-grading approved or raised no concern on their latest reviews; earlier August reviews also cleared fire, conceptual smoke control and nonstructural building items. Structural review requested another revision August 20, however, and a newer structural review line remains Open. Bellevue now lists the application's expiration as August 28. Permit 24-104362-BB therefore remains Pending.

A third August movement cuts the other way: the project utility-extension permit received another utility revision request August 19. The pending hotel-and-office reconfiguration is likewise still in its third land-use and transportation review cycle, although the transportation reviewer wrote that the substantive concerns were satisfied and updated plans were still needed. Taken together, the record shows intense mobilization and a narrowing review process—not issuance of the shoring, full-grading or below-grade permits and not the start of unrestricted deep excavation.
