Bellevue's inspection record for mass-excavation and shoring permit 21-134212-BV shows a “204 Bldg-Soil Nails” inspection dated October 30, 2026, marked Ongoing. It follows the first soil-nail entry on October 29. The permit's earlier field entries, from September 28 on, were pile inspections.
The October 30 entry attaches the inspector's sheet, which gives the result as Ongoing and has no comments. Neither soil-nail entry says where on the site the nails are or that any section is complete.
Soil nails bear on a condition the city set on September 18, when it allowed shoring to start: the east side of the shoring needs city approval once the excavation reaches the elevation that requires soil nails, where no easement has been granted. The public record does not show whether that approval has been given. Full-site grading permit 24-104334-GD remains Pending.
