Bellevue's permit record shows another round of technical review across Onni 606's shared podium and two tower applications between September 4 and 10. The entries document active coordination on fire, nonstructural, mechanical, energy and utility issues; the podium, Tower 2 and Tower 3 building permits all remained Pending at the September 12 check, so none of the review entries is a permit issuance or a tower construction start.
At the shared podium, permit 25-105052-BB recorded fire revision requests on September 4 under both Revision 3 and Revision 4. A Revision 3 nonstructural building review requested another revision September 9, while a separate Revision 5 nonstructural line closed No Concern on September 10. Those parallel entries describe different review cycles and should not be collapsed into a claim that the earlier fire or nonstructural comments are resolved.
Energy coordination also appears across the applications. The podium's Revision 3 mechanical review closed No Concern September 9, with the record directing revised Total Building Performance material through a newer podium review. Mechanical reviews for Tower 2, permit 25-105109-BB, and Tower 3, permit 25-105295-BB, requested revisions the same day and point to the podium file for the multi-tower performance documentation. That is evidence of a coordinated energy-compliance path, not approval of either tower permit.
Tower 3's Revision 2 utility review closed Approved on September 4 with an explicit dependency: no utility connection is allowed until utility-extension permit 24-104273-UE has been constructed and accepted by Bellevue Utilities. The extension permit itself remained Pending on September 12. The utility-review approval therefore advances one discipline while preserving a separate prerequisite for connection.
A different permit supplies the week's clearest field record. Comcast right-of-way permit 26-114882-TJ logged an overnight preconstruction meeting on September 2 for work between 9 p.m. and 5 a.m. Inspectors recorded a crew splicing on both the east and west sides of 106th Avenue with traffic and pedestrian control September 8, then noted September 9 that the crew had performed its work and moved on. The entries confirm telecom splicing beside the block; they do not identify it as work for the Onni towers.
The broader permit sequence changed twice immediately before this review activity: Bellevue issued the mass-excavation and shoring permit September 3 and the P2-through-P5 below-grade structure permit September 9. As of September 12, neither issued permit listed an inspection, while the full grading, utility-extension, podium, tower and 2026 redesign applications remained Pending. The record therefore establishes new legal authority and continuing plan review, but not the date that deep shoring or garage construction begins in the field.
