Bellevue clears shoring start as Onni 606's central cut expands

The City of Bellevue has given Onni 606's shoring work a documented path into the field. A September 18 building preconstruction inspection under issued mass-excavation and shoring permit 21-134212-BV is marked Partial with Corrections, but its note expressly says shoring may start. That is a more specific milestone than the permit's September 3 issuance, which alone did not identify when work could begin on site.

The same note sets a later east-side check: city approval is required when shoring reaches the elevation that calls for soil nails where no easement has been granted. The record does not give that elevation, say it has been reached, or show that the later approval has occurred. The conditional inspection should therefore be read as permission to start with a defined future approval point, not a sign-off on every stage of the wall.

The site's fixed construction camera documents a striking physical change over the same period. At 3 p.m. PDT on September 12, a broad graded surface and smaller central cut were visible. The matching September 22 frame shows a wider, more pronounced central excavation, excavators around it and a tall-mast rig near the north side. The camera's oblique view does not yield a reliable depth or soil-volume estimate, identify what the rig is doing, or show a completed perimeter-support system.

Bellevue's September 23 parcel ledger still lists full-site clear-and-grade permit 24-104334-GD as Pending. The separate P2-through-P5 below-grade building permit is Issued, but its inspection list remained empty at the same check; a larger dirt cut is not evidence that permanent garage slabs or walls have begun. The podium, three tower permits and proposed hotel relocation also remain Pending.

The next verifiable construction markers are inspection or dated visual evidence of perimeter support, the east-side approval when the work reaches the stated soil-nail elevation, and movement on the separate full-grading permit. For now, the public record supports saying shoring is cleared to start and the excavation has visibly expanded; it does not establish a completed wall or the start of the five-level garage structure.
